Update EVM params to allow the deployment of https://github.com/Arachnid/deterministic-deployment-proxy

This governance proposal updates the chain’s feemarket module parameters to enable deployment of the Deterministic Deployment Proxy (Arachnid).

It reduces base_fee to 100 GWei to ensure the deployment transaction meets fee constraints. Once passed, the proxy can be deployed and used for deterministic contract deployments across environments.
